WPA Offers Full Protection for RIA Security Manager, Mr. Oscar Brown and All Cooperating Persons Who Feel Threatened in Connection with the $19.2 Million RIA Cocaine Seizure Investigation; Applauds the Voluntary Appearance of Person of Interest, Mr. Paul J. King; Calls for an Investigation and Subsequent Presidential Action Against Unauthorized Disclosures of Sensitive Case Information!

MONROVIA – The Witness Protection Agency (WPA) has taken note, with grave concern, of recent public statements made by Mr. Oscar Brown, Airport Security Manager for Investigation and Intelligence at Roberts International Airport (RIA), in which he disclosed that his life had been threatened in connection with the seizure and ongoing investigation into approximately 237.6 kilograms of cocaine valued at US$19.2 million at RIA. Speaking publicly on the radio program Spoon Talk, Mr. Brown stated that he received credible warnings against returning to Liberia following a training seminar abroad, indicating that persons had been posted at the Airport to arrest and eliminate him. He confirmed that while he remains alive and in good health, he does not currently consider himself safe.
Considering Mr. Brown's statement and the Agency's internal assessment, the WPA states without reservation that Mr. Oscar Brown and all other cooperating persons connected to this investigation are entitled to the full protection of the Witness Protection Agency under Sections 4(1)(b) and 4(2)(a), (b), and (d) of the Witness Protection Act of 2021. With the approval of the Ministry of Justice, the WPA has initiated physical protection, legal assistance, and relocation support for cooperating persons assisting this investigation and hereby formally extends to Mr. Brown full physical protection, psychosocial support, legal assistance, and welfare services upon his acceptance to cooperate. Accordingly, the WPA calls on Mr. Brown to immediately contact the Agency through the channels provided below so that appropriate protective measures may be activated without delay. Additionally, this offer of protection, as required by law, is not limited to Mr. Brown alone. The WPA affirms that the same protection extends to his immediate family members who may feel threatened as a direct consequence of his testimony, and reaffirms, as a matter of standing policy and legal obligation, that this protection is available to any and every cooperating person who feels threatened, intimidated, or endangered as a result of a lawfully protected disclosure made in connection with the ongoing US$19.2 million cocaine investigation or any matter of similar nature, consistent with Section 4(2)(a) and (b) of the Witness Protection Act of 2021. No Liberian who steps forward in the interest of justice should ever stand alone or be afraid.
Meanwhile, the Witness Protection Agency (WPA) acknowledges and appreciates the decision of Mr. Paul J. King, General Manager of GLS, to voluntarily appear before the Joint Security Task Force in connection with the ongoing investigation into the recent narcotics seizure. This action reflects respect for the rule of law and confidence in the Liberian justice system.
Mr. King’s voluntary cooperation is significant and expected to assist authorities in their efforts to establish the full facts and circumstances surrounding the matter.
The WPA commends Mr. King's cooperation and encourages Mr. Oscar Brown, Mr. Emmanuel Zeon, and all other individuals who may possess relevant information or have any connection to matters under investigation to follow this positive example by making themselves available to the National Joint Security and cooperating fully with lawful investigative processes. Such cooperation strengthens accountability, promotes public confidence in the administration of justice, and contributes to the effective enforcement of the law. The Agency further reiterates that the protections available under applicable law remain accessible to individuals who provide information or assistance in good faith and in accordance with established legal procedures.
On the other hand, and with grave institutional concern, the WPA has observed the unauthorized sharing of sensitive information related to this investigation on social media and other platforms. The Agency expresses dismay about this unprofessional conduct and calls on the National Joint Security Task Force to investigate the source(s) and circumstances of these leaks. Also, the WPA calls on His Excellency President Joseph Nyuma Boakai, Sr., to take severe action against any individual found to be involved. This unethical conduct directly undermines the national fight against drug trafficking and corruption and endangers the lives of witnesses and whistleblowers whose safety depends entirely on the confidentiality of the investigation. The WPA, as the national institution responsible for administering the witness and whistleblower program, will not stand by while the integrity of this investigation and the safety of those cooperating with it are placed at risk by the carefree conduct and/or illegal disclosure by person(s) entrusted with sensitive information.
Therefore, WPA wishes to assure the Liberian public that Liberia’s criminal justice system has made significant and deliberate strides in recent years, particularly with the enactment and operationalization of key legislation, including the Whistleblower Protection Act of 2021 and the Act establishing the Witness Protection Agency. These legislations were enacted in keeping with Liberia’s commitment to the United Nations Convention Against Corruption (UNCAC), specifically Chapter III, Articles 32 and 33, which calls on the State Party to incorporate into its domestic legal system appropriate measures to provide protection for witnesses, experts and victims against any unjustified treatment for any person who reports in good faith and on reasonable grounds to the competent authorities any facts concerning offences established in accordance with the Convention.
In light of the foregoing, the WPA reaffirms its unwavering commitment to upholding the protection of Mr. Oscar Brown, Mr. Emmanuel Zeon, and others, including their immediate families, as may be required in the interest of justice.
